Requires the Board of Agriculture to submit a report to the Legislature no later than 20 days before the 2025 regular session convening.

Report must include, for each state agricultural land parcel leased under Hawaii Revised Statutes section 166-11, the percentages of land that are suitable for farming and actively being farmed.

Report must detail dollar amounts for every lease transfer between lessees, including: lease rent, the sum paid by the purchasing lessee for the remainder of the lease, and the amount from that sum going to the State.

Addresses concerns that some state agricultural leases are used as residences or non-agricultural businesses, and that lease transfers may create windfall profits for lessees rather than benefiting the State.
