Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to the Department of Agriculture's biosecurity program to combat invasive pests and organisms entering the State.

Funds shall support four specific projects: development of clean seed and varietal improvements; development of production and post-harvest treatments; development and implementation of diagnostics for pests and diseases; and development of pest management programs in agricultural production areas.

Addresses the legislature's prior appropriation in Act 163, Session Laws of Hawaii 2017 (Clift Tsuji Act) that lapsed before full utilization and notes the repeal of the original funding source, the agricultural development and food security special fund.

Recognizes invasive species' significant impact on Hawaii's agriculture, environment, natural resources, public health, and economy, and supports biosecurity efforts including pre-entry measures, port-of-entry inspections, and post-entry mitigation.

Contains provisions acknowledging that the appropriation will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded and sets an effective date of July 1, 3000.
