Requires all public, private, and charter schools in Hawaii to provide 30 minutes of instruction in cardiopulmonary resuscitation (CPR) and Heimlich maneuver training as part of health education curriculum required for high school graduation, beginning with the 2025-2026 school year.

Instruction must include hands-on practice of CPR and automated external defibrillator (AED) use, hands-on practice of the Heimlich maneuver, and alignment with current nationally recognized evidence-based emergency care guidelines.

Allows instruction to be taught by formally trained non-teachers (including community volunteers) or licensed teachers, whether or not they have formal training in the subject.

Schools may waive the requirement for students unable to participate in hands-on practice due to disability.

Provides liability protections for organizations, agencies, and employees that sponsor, authorize, support, or provide CPR and Heimlich maneuver instruction to students.
