Authorizes the Department of Education to establish a recognition program to incentivize individual schools to submit plans for reaching a local farm to school meal goal of 30% locally sourced food by 2030, as established under Act 175 (Session Laws of Hawaii 2021).

Requires the Department of Education to establish guidelines for the recognition program, including what incentives to award schools that commit to and reach the local farm to school meal goals.

Requires all Department of Education high schools to provide a plant-based meal as an option under the school meals program.

Allows Department of Education high schools to establish a designated day within the school week to provide only plant-based options for school meals.

Requires Department of Education high schools to establish their own guidelines with department approval that incorporate nutritional guidelines, menu planning, and staffing to carry out the plant-based meal requirements.
