• Amends Hawaii Revised Statutes Chapter 103D to require construction and demolition material recycling and recycled material use to be prioritized factors in competitive procurement selections for State and county construction or demolition services.

• Designates the offeror using the greatest amount of recycled material for construction (measured by square footage), recycling the most material for demolition (measured by tonnage), or recycling the most combined construction and demolition materials as the priority offeror.

• Limits priority offeror selection to bids that do not exceed 10 percent greater or less than all other bids.

• Defines "recycling" as reuse or resale of construction or demolition waste material, or conversion into new building materials, products, or fuel for transportation or renewable gaseous fuel.

• Addresses landfill capacity crises across the islands, with public landfills expected to reach capacity within 8-20 years and construction debris currently adding approximately 2,000 tons daily to landfills.
