• Establishes an automated speed enforcement systems program limited to locations where photo red light imaging detector systems are already implemented, allowing cameras to issue citations for speeding violations of 5+ mph over the posted limit.

• Creates strict liability for registered vehicle owners (rather than drivers) for speed violations detected by automated systems, with citations mailed within 10 calendar days of the violation.

• Imposes fines of $250 for basic violations, with additional $10 surcharge if exceeding limit by more than 10 mph, and $250 fine if exceeding limit by 30+ mph or traveling 80+ mph regardless of posted limit.

• Establishes the automated speed enforcement systems program special fund to receive all fines collected, with revenues expended in the county where fines were imposed for system establishment, operation, maintenance, and repair.

• Appropriates $5,000,000 from the state highway fund for fiscal year 2024-2025, with the same amount appropriated from the special fund for ten radar devices and program operation; effective July 1, 2024.
