Amends Hawaii Revised Statutes section 281-39.5 to apply restrictions on liquor licenses to both new issuance and renewal of existing licenses for on-site consumption.

Currently section 281-39.5 only applies to new liquor licenses, creating a "safe harbor" for existing establishments seeking license renewal.

Allows registered voters within 500 feet of a liquor establishment to protest renewal of licenses, similar to protest rights for new license issuance.

Enables liquor commissions or county licensing agencies to deny renewal of certain liquor licenses upon receipt of sufficient protests from nearby residents.

Takes effect upon approval with no retroactive effect on rights, duties, or proceedings begun before the effective date.
