Amends Hawaii Revised Statutes Section 103D-501 to prohibit change orders that increase contract costs by more than 50 percent of the original contract price, cumulatively exceed 50 percent when combined with prior change orders, or substantially change the scope of work.

Requires such prohibited change orders to be treated as new procurements under Hawaii procurement law.

Allows the head of a purchasing agency to approve otherwise-prohibited change orders if they provide written justification determining the approval is in the best interest of the State.

Modifies force account work thresholds to limit documented cost adjustments to 50 percent of total contract price and $50,000, with overhead and profit allowances of 20 percent for direct work and 10 percent for subcontractor work.

Takes effect July 1, 2023.
