• Authorizes licensed dental hygienists to perform preventive dental sealant screenings and apply dental sealants in school-based oral health programs under general supervision of a licensed dentist.

• Permits dental hygienists to apply sealants to individuals who may not yet be patients of record, have not been previously examined by a dentist, or do not have a treatment plan.

• Addresses Hawaii's low ranking on dental sealant prevention programs; Hawaii was one of only three states to receive an "F" grade in a 2015 Pew report on sealant access for low-income children.

• Allows dental hygienists to operate with general supervision in public health settings, including schools, removing barriers to school-based preventive dental programs.

• Takes effect upon approval.
