Amends Hawaii Revised Statutes Section 27-8 to include "single-ingredient products" that are wholly grown, raised, manufactured, or produced in Hawaii as qualifying local food purchases for state departments and entities.

Applies to the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system for purchases at public schools, youth campuses, hospitals, prisons, and academic programs.

Establishes progressive local food purchasing benchmarks measured by percentage of total food cost: 10% by January 1, 2025; 18% by 2030; 26% by 2035; 34% by 2040; 42% by 2045; and 50% by 2050.

Requires covered departments and the University of Hawaii to submit annual legislative reports on progress toward meeting benchmarks, including total food costs, percentage of local purchases, and explanations for any shortfalls.

Takes effect July 1, 2112.
