Requires the comptroller to identify state office buildings capable of providing equitable telecommunication access for residents of Hawaii, Kauai, and Maui counties, plus rural Oahu residents, to participate remotely in legislative hearings

Includes residents with disabilities in the scope of those needing equitable access to remote legislative participation

Comptroller must submit a report with findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2025 regular session convenes

Takes effect January 1, 2112
