Requires all new places of public accommodation and state building construction built after July 31, 2025 to install universal changing accommodations (powered, height-adjustable adult changing stations) on each floor with public restrooms.

Establishes two compliance options: either two separate changing accommodations (one for women, one for men) or one gender-neutral changing accommodation accessible to all.

Provides hardship exemptions when no reasonable physical option exists or when installation costs exceed 10 percent of total construction/modification costs.

Classifies violations as unlawful discriminatory practices with private cause of action allowing injured persons to recover attorneys' fees, court costs, and $100 in damages through district court or small claims division.

Excludes enforcement by the Hawaii Civil Rights Commission; beginning July 1, 2025, state building construction bids must include universal changing accommodations when feasible and cost-effective.
