Establishes "resilience" as a metric for the Public Utilities Commission to monitor and consider, defined as the ability of Hawaii's electric system to adapt to changing conditions and rapidly recover from severe disruptions.

Amends Hawaii Revised Statutes sections 269-142, 269-143, and 269-145.5 to incorporate resilience considerations into the Commission's authority to develop reliability standards, monitor system operations, and evaluate advanced grid modernization technology.

Authorizes the Commission to use portions of Hawaii electricity reliability surcharge revenues to fund its duties related to monitoring reliability, resilience, and operation of the Hawaii electric system, in addition to amounts transferred to the Hawaii electricity reliability administrator.

Modifies section 269-146 to clarify that Hawaii electricity reliability surcharge funds may be used for ensuring reliable operation and resilience of the electric system through both the administrator and the Commission's direct activities.

Takes effect July 1, 3000.
