Requires all public schools to conduct universal screening using department-approved tools for students in kindergarten through third grade by the 2026-2027 school year to identify those at risk of dyslexia and other learning disabilities.

Defines "dyslexia" as a neurological learning disability characterized by difficulties with word recognition, spelling, and decoding abilities resulting from phonological deficits.

Mandates screening tools address phonological awareness, phonemic awareness, sound symbol recognition, alphabet knowledge, decoding skills, encoding skills, and rapid naming.

Requires schools to obtain parental informed consent, provide parents the option to decline screening, report results within 30 school days, and provide information about dyslexia to identified students' families.

Establishes a process for schools to evaluate and monitor student progress following identification of dyslexia characteristics.
