Adds new section to Hawaii Revised Statutes Chapter 92 requiring boards to use open deliberation in open meetings to establish a process and timeline for appointing or selecting heads of state divisions or agencies.

Requires board approval of the appointment or selection process and timeline to be determined in an open meeting, and any amendments to the process must also be approved in open meetings through open deliberation.

Mandates that any vote by a board to appoint or select a head of a state division or agency must be conducted in an open meeting, with violations rendering the appointment or selection invalid.

Amends Hawaii Revised Statutes Section 92-5(a)(2) to clarify that closed executive sessions for personnel matters cannot be used for votes to appoint or select heads of divisions or agencies.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the effective date.
