Requires the Hawaii State Energy Office to conduct a statewide environmental assessment for a geothermal resources characterization program under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii.

Mandates the Hawaii State Energy Office to administer the geothermal resources characterization program in accordance with the statewide environmental assessment.

Requires the Hawaii State Energy Office, supported by the Hawaii Groundwater and Geothermal Resources Center, to engage with counties and nearby communities to understand community needs, priorities, and concerns regarding the program.

Appropriates unspecified general revenues from the State of Hawaii for fiscal year 2024-2025 to the Hawaii State Energy Office for purposes of this Act.

Takes effect on July 1, 3000.
