Expands the definition of "dwelling" under Hawaii law to explicitly include multi-unit buildings and connected parking or storage areas that are restricted to residents by signage or security apparatus.

Establishes that owners of multi-unit buildings, owners of individual units, property managers, or authorized representatives of condominium associations may act as complainants for burglary in the first degree offenses in multi-unit dwellings.

Classifies burglary in the first degree as a Class B felony, applying this classification to unlawful entries into multi-unit buildings including restricted parking and storage areas.

Addresses the legislature's concern about criminal acts by non-residents in restricted areas of multi-unit dwellings and the reluctance of law enforcement to prosecute these incidents as burglaries.

Takes effect upon approval.
