Establishes a new procurement preference for Hawaii accounting service businesses in state expenditures for accounting services, applying a 20 percent preference increase to non-Hawaii accounting service business bids.

Requires Hawaii accounting service businesses seeking the preference to self-certify that at least 80 percent of labor for accounting services will be performed in-state by state-domiciled persons and that their commercial place of business has sufficient capacity to accommodate all personnel.

Adds accounting service location as a selection criterion for professional services procurement, with preference for Hawaii accounting service businesses meeting the same self-certification requirements.

Clarifies that the existing reciprocity procurement preference applies to both bidders and offerors under Hawaii Revised Statutes sections 103D-302 and 103D-303.

Defines "accounting service," "commercial place of business," and "Hawaii accounting service business" for purposes of this procurement preference; measure expires June 30, 2028.
