Transfers responsibility for energy reporting from the Department of Business, Economic Development, and Tourism to the Chief Energy Officer of the Hawaii State Energy Office.

Requires the Chief Energy Officer to submit reports to the legislature no later than twenty days prior to each regular session on clean energy initiatives, renewable portfolio standards progress, and energy security special fund activities.

Mandates reports include spending plans, all expenditures of energy security special fund moneys, targeted markets for expenditures, persons to be served, specific objectives, and measurable outcomes.

Clarifies the Chief Energy Officer's duty to develop programs maximizing renewable energy use by state agencies and to work with federal agencies on research, development, demonstration funding, and technical assistance for renewable portfolio standards.

Takes effect July 1, 3000.
