Requires hunting guides licensed under Hawaii law to obtain written permission from private landowners before taking clients to hunt on private land.

Mandates hunting guides submit annual reports to the Department of Land and Natural Resources within 30 days after their license expiration, including the number of clients served, clients' residency status, location of each guided hunt, and copies of written permissions for private land hunts.

Failure to submit required annual reports is grounds for revocation and nonrenewal of a hunting guide license.

Modifies trespassing law to specify that hunting guides must obtain written permission in advance of guiding clients on private lands, clarifying existing prohibitions against hunting on private land without permission.

Takes effect July 1, 3000.
