Prohibits counties from banning leashed dogs in public parks by amending Chapter 46, Hawaii Revised Statutes.

Prohibits any person from leaving dog excrement on public or private property or in public or private waters, with limited exceptions for designated disposal areas, litter receptacles, or properly bagged waste.

Exceptions to the dog excrement prohibition include disposal in department or county-designated garbage areas, placement in litter receptacles, or bagging for proper disposal.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
