Amends Section 26-34 of Hawaii Revised Statutes to clarify that holdover members of boards and commissions cannot serve beyond the end of the second regular legislative session following expiration of their term.

Establishes that the holdover member limitation takes precedence over all conflicting statutes concerning holdover members.

Applies to any board or commission member whose term has expired and who is not disqualified for membership under existing law.

Takes effect upon approval.
