Amends Hawaii Revised Statutes Section 514B-88 to add electronic mail as an authorized method for delivering documents in condominium transactions.

Establishes electronic mail as a fourth delivery method option, alongside personal delivery, registered or certified mail, and facsimile transmission.

Permits use of email when the recipient has provided an email address to the sender, expanding delivery options beyond traditional and fax methods.

Renumbers the existing "any other way prescribed by the commission" provision from subsection (4) to subsection (5) to accommodate the new electronic mail delivery method.

Becomes effective upon approval.
