S.B. 2605 Summary

• Requires health insurers, mutual benefit societies, and health maintenance organizations to provide comprehensive coverage for sexual and reproductive health care services without cost-sharing, effective January 1, 2026.

• Mandated covered services include annual well-woman preventive care visits, contraceptive supplies, voluntary sterilization, screenings for sexually transmitted infections and cancers, mental health services, and breastfeeding support.

• Applies contraceptive coverage requirements to all contraceptive drugs, devices, or products approved by the FDA, including over-the-counter options, with no prior authorization or utilization controls permitted.

• Extends preventive care and contraceptive coverage requirements to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund.

• Establishes a Reproductive Health Care Working Group to examine barriers to reproductive health care access and report findings to the legislature by 2025 and 2026, dissolving June 30, 2026.
