Amends Hawaii Revised Statutes Section 672E-3 to require claimants to provide detailed descriptions of construction defects with sufficient particularity and specificity, with general statements deemed insufficient.

Requires claimants to provide contractors with evidence of the construction defect including expert reports, photographs, videos, and testing results if available.

Mandates each claimant or class member comply with inspection requirements under Section 672E-4 and allow access to dwellings or premises subject to the claim.

Requires contractors receiving notice of claims to serve notice to appropriate subcontractors, including the claimant's written notice.

Takes effect July 1, 2040.
