Adds new powers to Hawaii county governments under Section 46-1.5, Hawaii Revised Statutes, specifically authorizing counties to require contractors (as defined in section 444-1) to disclose information regarding their employees' wages, benefits, hours, and employment status.

Authorizes counties to deny, revoke, or suspend a building permit application if a contractor is found to be in violation of laws relating to wages, benefits, hours, and employment status as determined by the Department of Labor and Industrial Relations, United States Department of Labor, or judicial order.

Makes technical corrections to existing statute language, including changing "not" to "no" in reference to notice requirements and "prior to" to "before" in lien-related provisions.

Effective date of July 1, 3000 (note: this appears to be a clerical error in the bill).
