Prohibits public and private high schools from preventing student-athletes from earning compensation through use of their name, image, or likeness (NIL).

Prevents athletic associations, conferences, and the Hawaii High School Athletic Association from blocking student-athletes from earning NIL compensation or from punishing schools that allow such compensation.

Allows student-athletes to obtain professional representation from licensed athlete agents and attorneys without restriction or prevention by schools or athletic organizations.

Requires student-athletes to disclose NIL contracts to a designated school official and prohibits schools from revoking scholarships based on NIL earnings or professional representation.
