Adds new section to Chapter 84, Hawaii Revised Statutes allowing state legislators to use state-owned or state-operated equipment (vehicles, computers, machines) for bona fide community initiatives.

Defines "bona fide community initiative" as activities conducted within the legislator's district that respond to community needs, promote civic engagement, or foster community connections.

Excludes community initiatives from use of state equipment if conducted by for-profit businesses, entities managed or controlled by the legislator, or the legislator's employers.

Legislators who misrepresent non-community purposes as community initiatives remain subject to existing ethics provisions of Chapter 84.

Effective date: July 1, 2024.
