Requires boards holding remote meetings via interactive conference technology to allow remote testifiers the option to be both seen and heard by the board and public, rather than audio-only participation.

Mandates at least one public meeting location with audiovisual connection and requires notice to inform the public how to remotely view meetings and provide remote oral testimony with optional video capability.

Specifies that a quorum of board members must remain visible and audible during remote meetings, except during executive sessions where members need only be audible.

Requires boards to automatically recess for up to 30 minutes when audiovisual communication is lost, with provisions to continue with audio-only communication if restoration fails, and requires visual aids be made available within 15 minutes.

Authorizes boards to remove or block any persons who willfully disrupt or compromise the conduct of a meeting.
