Amends Hawaii Revised Statutes Section 92-2.5(b) to require the third board meeting for deliberation and decision-making on an investigated matter be held at least six calendar days after the second meeting where findings and recommendations are presented.

Allows boards to expedite deliberations regarding testimony for legislative hearings only, with the exception not applying to other board business.

Clarifies that a limited number of board members (less than a quorum) may investigate matters if the investigation scope is defined at a board meeting, findings are presented at a board meeting, and decision-making follows the six-day waiting period.

Prohibits boards from circumventing open meeting requirements by scheduling the second and third required meetings back-to-back, addressing past attempts to bypass the legislative intent for public and board review periods.

Takes effect April 14, 2112.
