Allows any person to sue a board in circuit court within two years of a prohibited act under the Sunshine Law, with circuit court reviewing cases de novo.

Requires persons filing Sunshine Law suits to notify the Office of Information Practices in writing, allowing the office to intervene in the action.

Prohibits boards from challenging opinions or rulings of the Office of Information Practices about the board, except as provided in section 92F-43.

Permits circuit courts to award reasonable attorney's fees and costs to the prevailing party against the board in Sunshine Law enforcement actions.

Prioritizes Sunshine Law cases on court dockets for hearing and trial when the suit seeks to void a final board action.
