Amends Hawaii Revised Statutes Section 287-3 to limit traffic abstracts to only moving violations that resulted in convictions, removing alleged violations that did not result in conviction.

Requires traffic and emergency period violations bureaus of district courts to remove all alleged moving violations without convictions from certified abstracts by July 1, 2025.

Appropriates $100,000 from general revenues for fiscal year 2024-2025 to fund the removal of unconvicted moving violations from traffic records.

Declares that the general fund expenditure ceiling will be exceeded due to this appropriation and Act 164 from the 2023 Regular Session.

Takes effect on January 1, 2050.
