Establishes a compliance program within the Department of Hawaiian Home Lands to investigate complaints, conduct investigations, and ensure compliance with the Hawaiian Homes Commission Act of 1920, state laws, and county ordinances on Hawaiian home lands.

Creates the position of compliance chief and authorizes employment of compliance officers, including unpaid volunteers, to carry out enforcement activities and coordinate with law enforcement agencies.

Grants compliance officers authority to investigate complaints, review homestead leases and permits, verify land dispositions, enforce firearms laws under chapter 134, and cooperate with state, county, and federal law enforcement on mutual aid agreements and search and rescue activities.

Appropriates funds from general revenues for fiscal year 2024-2025 to support the compliance program and declares that the general fund expenditure ceiling will be exceeded (specific amount not filled in).

Takes effect upon approval, except that the appropriation takes effect on July 1, 2050.
