Amends Section 37-71, Hawaii Revised Statutes to allow the governor's biennial budget submission to include information described in section 26-5(a)(2)(A), related to vacant positions for reclassification or abolishment.

Amends Section 37-72, Hawaii Revised Statutes to allow supplemental budgets submitted in even-numbered years to contain the same information regarding vacant positions for reclassification or abolishment.

Applies to both the regular biennial budget and supplemental budgets that propose appropriations for the current fiscal biennium.

Takes effect on July 1, 3000.
