Allows the Department of Hawaiian Home Lands (DHHL) to assume historic preservation review of proposed projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources.

Requires DHHL to designate review to a Hawaiian home lands preservation officer with professional competence and experience in historic preservation.

Mandates DHHL provide copies of all reports, maps, documents, and the preservation officer's comments and decisions to the Department of Land and Natural Resources for inclusion in the historic preservation digital document management system.

Requires DHHL to acquire adequate resources, establish review processes, and consult with the Office of Hawaiian Affairs for sites significant under criteria "e".

Retains Department of Land and Natural Resources authority for review of projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.
