Adds a new section to Chapter 201B requiring the Hawaii Tourism Authority, in coordination with the Office of Planning and Sustainable Development, to prepare and periodically update a Tourism Functional Plan that includes tourism economic goals, the authority's strategic plan, and the Hawaii 2050 sustainability plan.

Expands visitor industry objectives and policies in Section 226-8 to incorporate regenerative tourism principles, including Native Hawaiian cultural integrity, community partnerships, ecological sustainability, and reducing negative impacts on beaches, reefs, ocean life, and local communities.

Adds 10 new policy objectives (items 9-18) covering topics such as supporting Native Hawaiian cultural protection, implementing innovative financial policies to reduce environmental footprint, targeting aligned markets, diversifying the economy beyond tourism, and ensuring equitable access for individuals with disabilities.

Requires the Governor to transmit the updated Tourism Functional Plan to the Legislature no later than 20 days before the 2025 regular session convenes.

Takes effect upon approval.
