Requires the Hawaii Department of Education to implement a system allowing current and former students to declare and use a preferred name in school records where legal names are not required by law.

Mandates the department update student records to include preferred names on school-issued email addresses, campus identification cards, class rosters, transcripts, and diplomas or certificates of completion.

Prohibits the department from charging fees for correcting, updating, or reissuing documents or records based on a student's declaration of a preferred name.

Beginning with the 2024-2025 graduating class, allows graduating students to request that their diploma list their preferred name without requiring legal documentation to prove a legal name.
