Prohibits reckless distribution of materially deceptive media (deepfakes, AI-generated content) during election periods from the first working day of February in even-numbered years through the general election.

Allows distribution of manipulated media only if it includes clear disclaimers informing viewers/listeners that the media has been technically altered, with specific requirements for visibility, size, language, and placement depending on media type (video, image, or audio).

Establishes criminal penalties: petty misdemeanor for first offense, misdemeanor for repeat violations within five years, and Class C felony if violation intends to cause violence or bodily harm.

Provides civil remedies allowing depicted individuals, candidates, and voter advocacy organizations to sue for damages, injunctive relief, and attorney's fees; permits courts to impose civil fines up to $1,000 per day for violations of court orders.

Exempts broadcasters, cable operators, satellite providers, cloud services, and interactive computer services from liability unless they created or knowingly distributed the deceptive content with intent to deceive.
