S.B. 2690 - Summary

• Establishes "restricted persons" category for individuals convicted of operating a vehicle under the influence (violations of HRS 291E-61 or 291E-61.5), who are prohibited from purchasing or publicly consuming liquor for a restriction period commencing on the date of administrative revocation or conviction.

• Requires identification cards, licenses, ignition interlock permits, and special permits issued to restricted persons to bear a "Liquor Restricted" notation and be invalid for purchasing liquor.

• Expands liquor law prohibitions to prevent licensees from selling or serving liquor to restricted persons, making violation a misdemeanor.

• Creates criminal offense for providing liquor to a restricted person under section 712-1250.5, enforceable through the same defenses and penalties as providing liquor to minors.

• Effective date: January 1, 2050.
