Requires the Department of Labor and Industrial Relations to submit an annual report to the legislature no later than twenty days before each regular session covering complaints filed, investigatory actions taken, violations found, and penalties collected related to wage and hour law enforcement.

Directs the director of labor and industrial relations to establish investigation standards that protect the identity of employees who file complaints with the wage standards division regarding wage and hour violations.

Requires the director to establish an education program for employees and employers on federal and state wage and hour laws, including the application of tip credit, complaint procedures, prohibitions against employer retaliation, and penalties for violations.

Clarifies the law on tip credit by addressing misunderstandings related to the minimum wage increase under Act 114, Session Laws of Hawaii 2022.

Takes effect January 1, 2050.
