Amends Hawaii Revised Statutes Section 19-3 to specify that election fraud intimidation includes carrying any firearm or weapon at or near a voter service center, place of deposit, or polling place.

Establishes that photographing the face of any voter without permission from both the voter and an appropriate election official at or near a voter service center, place of deposit, or polling place constitutes election fraud intimidation.

Makes grammatical corrections to existing election fraud provisions by replacing gender-specific pronouns with neutral language.

Adds a new election fraud provision making it illegal to knowingly broadcast, televise, circulate, publish, distribute, or communicate false information about the time, date, place, or means of voting with the purpose of interfering with the right to vote.

Takes effect upon approval and does not affect rights and duties that matured or penalties that were incurred before the effective date.
