Establishes the Clean Slate Expungement Task Force, attached to the judiciary for administrative purposes, to develop a state-initiated record clearing program.

Task force shall provide recommendations for legislation that expands employment and education access, removes barriers in the criminal legal system affecting marginalized communities, enhances public safety by reducing recidivism, and streamlines record clearance procedures.

Task force composition includes representatives from the judiciary (convener), attorney general, office of Hawaiian affairs, public defender, four county prosecuting attorneys, and the Hawaiʻi innocence project, with invited participation from four community organizations and two directly impacted individuals.

Task force shall seek technical assistance from the Clean Slate Initiative, Code for America, and SEARCH (System for the Electronic Analysis and Retrieval of Criminal Histories).

Task force must submit interim reports no later than 40 days before the 2025 and 2026 legislative sessions, and a final report 40 days before the 2027 session; task force dissolves June 1, 2027.
