Amends Hawaii Revised Statutes Section 377-6 to add a new unfair labor practice prohibiting employers from discharging, disciplining, or penalizing employees who decline to attend employer-sponsored meetings about political matters or decline to receive employer communications about political matters.

Allows employers to hold meetings or engage in communications about political matters only if employee attendance and participation are wholly voluntary.

Defines "employee" to include domestic service workers, family-employed individuals, supervisory employees, employees of very small employers, and those subject to federal Railway Labor Act or National Labor Relations Act jurisdiction.

Defines "political matters" as anything related to an attempt to influence a future vote by persons in an audience.

Takes effect upon approval.
