Authorizes counties to sell private property to collect unpaid civil fines after all notices, orders, and appeal proceedings are exhausted, upon adoption of an ordinance establishing procedures for the power of sale.

Adds a power of sale mechanism to Hawaii Revised Statutes §46-1.5(24)(E) as an additional collection method for civil fines owed to counties related to property violations.

The power of sale becomes effective only after a county enacts specific ordinances or rules defining and establishing the power of sale procedures.

Addresses "eyesore" properties by giving counties a mechanism to enforce unpaid civil fines for violations such as lack of maintenance, fire hazards, pest infestations, and illegal occupancy.

Takes effect upon approval.
