Transfer the Ewa Beach Public and School Library from the State Public Library System to James Campbell High School, located at 91-950 North Road, Ewa Beach, Hawaii 96706.

Current library hours (Monday-Tuesday 12:00 p.m. to 4:00 p.m. and 5:00 p.m. to 7:00 p.m., Wednesday-Thursday 9:00 a.m. to 1:00 p.m. and 2:00 p.m. to 4:00 p.m., Friday 12:00 p.m. to 4:00 p.m., closed weekends) make it difficult for James Campbell High School, Pohakea Elementary School, and Ilima Intermediate School students to access the library.

Transfer all rights, powers, functions, and duties of the state public library system regarding the Ewa Beach library to the Department of Education within James Campbell High School.

Retain civil service status and employment protections for all transferred employees, including salary, seniority, vacation and sick leave credits, and other benefits in accordance with state personnel laws.

Transfer all appropriations, records, equipment, supplies, contracts, books, and other property associated with the Ewa Beach library to the Department of Education; takes effect upon approval.
