SB 2743 Summary

• Authorizes counties with populations of 500,000 or less to use county surcharge on state tax revenues for repair and maintenance of private roadways that are open to and used by the public.

• Amends Hawaii Revised Statutes section 46-16.8(g) to include private roadways open to public use as an eligible expense category for surcharge revenue expenditures.

• Amends Hawaii Revised Statutes section 243-6 to allow counties to use fuel tax revenues for acquisition, design, construction, improvement, repair, and maintenance of private roadways that are open to and used by the public.

• Allows counties to use fuel tax revenues for traffic control and safety purposes on private roadways open to public use.

• Effective date: July 1, 2112.
