Amends Hawaii Revised Statutes Section 261-12(b) to require tour aircraft operators to obtain permits from the Department of Transportation to operate at state-controlled airports.

Mandates tour aircraft operators carry aircraft liability insurance coverage of at least $20,000,000 per person per incident, covering bodily injury, death, and property damage.

Requires operators to submit monthly written reports to the department detailing flight dates, times, passenger numbers, flight paths, and any deviations from intended flight plans.

Establishes permit requirements including Federal Aviation Administration certificate verification (121 or 135), noise abatement procedures, marked aeronautical charts showing routes and altitudes, and annual permit renewal.

Takes effect July 1, 3000.
