Establishes the "rounding up for teachers' salaries special fund" within the state treasury to be administered by the Department of Education for providing additional teacher compensation including salary increases or bonuses.

Requires electric utilities to offer customers the option to round up their electric bill to the nearest dollar or contribute a specific voluntary donation amount, with proceeds deposited into the special fund.

Requires county boards of water supply to offer customers the option to round up their water bill to the nearest dollar or contribute a specific voluntary donation amount, with proceeds deposited into the special fund.

Exempts electric utility collections from state and county taxes including general excise tax, public service company tax, public utility fee, and public utility franchise tax.

Appropriates funds to Hawaii, Kauai, Maui, and Honolulu counties for fiscal year 2023-2024 to assist with implementation; takes effect July 1, 2023, with utility bill provisions effective July 1, 2024.
