Prohibits state and county building codes from restricting the use of refrigerants designated as acceptable by the U.S. Environmental Protection Agency under 42 U.S.C. § 7671k.

Requires that any equipment containing EPA-approved substitute refrigerants be listed and installed in compliance with applicable safety standards and use conditions.

Responds to the American Innovation and Manufacturing Act of 2020, which mandates an 85% phasedown of hydrofluorocarbon refrigerants to reduce greenhouse gas emissions by approximately 2.4 billion metric tons of carbon dioxide by 2035.

Amends Chapter 107, Hawaii Revised Statutes, by adding a new section to part II establishing the state's refrigerant use policy.

Takes effect upon approval.
