Prohibits landlords from renting or leasing dwelling units in rent-controlled counties at rates exceeding those established by county council resolution.

Applies to counties with populations greater than 120,000 but less than 180,000.

Allows rent increases above the ceiling if landlords can document additional operating expenses due to emergency, disaster, or severe weather, or if rent increases were agreed to in writing before the county resolution's effective date.

Violation constitutes a misdemeanor offense.

Takes effect July 1, 2030 and repeals July 1, 2029.
